Yes, that's the first time we see Goober's residence... RFD episode "Goober's Brother" (season 2). He lives in Mrs. Lowdermilk's boarding house.
We see the boarding house again later that season in "Goober's Niece." His visiting niece is put up in the room next to Goober's.
