It's very possible that convertibles were deliberately chosen because it's easier to film characters seated in an open car. If there are, say, four people in a car and the camera is on the driver, the person in the back seat on the other side would be hard to see.
It's also possible that the Ford Motor Company, who provided the squad cars and most of the other cars seen on TAGS, provided specific convertibles (notably Thunderbirds and Lincolns) as a subtle way to advertise their products. Speaking of cars, I remember once reading an interview with Jack Dodson (who played Howard Sprague), in which he described acting in a scene where he was seated in a car, or maybe it was a bus, and the stage lights were extremely hot. He complained that he couldn't work in such heat, but was told to be quiet and get on with the scene. In Jack's story it turned out that the lights were so hot that they melted the windows of the car.
