That's a good observation, however there is glass in the window of cell number 
one at least part of the time. In Deputy Otis, Andy has forgotten his keys so 
he reaches through the cell bars and knocks on the window glass to wake Otis. 
Seems to me it would have been better for Andy to just walk back home and get 
his keys (it's just half a block, after all). It seems likely he would need 
them often during the course of a working day. 

In other episodes, though, there is evidently no glass in the cell windows. See 
The Christmas Story, The Barbershop Quartet, and Tape Recorder for example. How 
there can even be a place for Ben Weaver to stand and look through the cell 
window seems impossible on the face of it, since Floyd's Barber Shop is 
directly behind that cell wall – but that's another matter. 

Lastly, Andy says to Barney in Andy and the Gentleman Crook, "This place ain't 
been so clean since the boiler busted and flooded the place."  This implies 
some sort of hot water or steam heating.
