After some serious research, I have determined there was a complete breach of the law in "Silent Sam." Andy even noted the violating action and assured Barney it was within the ordinance. However, I went back through Howard's meticulous records and found that county ordinance 16.4, paragraph A, sub paragraph 3, passed by council on Nov. 18, 1959 makes it illegal for a resident " to jump off his tractor in the middle of the night and run into his house."
