I grew up in Greensboro, NC and bike licenses were only governed by the cities. It was more than 50 years ago since I got mine and I still remember the number. The metal license plates were dark red with embossed black numbers, about 2" x 3" and were attached with little metal strips on the frame just under the back of the seat. They had the city, state at the top in smaller letters with the 4-digit license plate number in larger letters in the center - - much like auto license plates now.
