I'm not sure, it looks like something homemade, perhaps from plywood, due to the square mounting bracket. That's before my time. I'm just replying to let others know who may be looking, it's Barney that's walking by the car, just after he tries to get a free gumball from the gumball machine. Right between the 6:29 to 6:37 mark. :)
