Is your server configured to parse SSI calls?  If so, is it
configured to parse *all* files?  Most servers that permit
SSI calls require the file's extension to be ".shtml" (or
".shtm" for a few.)  Very few are configured to parse ".htm"
files.  Check with your host provider if you are unsure.
