If you have many pages, use a CMS (Content Management System), that supports different languages. The layout will always be the same, the content is in different langueges (there exists a lot of systems based on PHP, that's not so expansive). If you want a high professional soluten take RedDot (I have the best experiance with this system. http://www.reddot.de - there are olso pages in english) > 2. The translations differ between awfull and terrible - some times the sentences get another sense - I always use "human biologic interfaces" (an experianced translator or native speaker).
