First thing to say is check with your ISP to see if they allow external web servers. Most ISP's don't -- it's a matter of bandwidth. Most will warn you not to do it and cut you off if you persist.
Second, you can plug the dsl cable into your NIC card and you are good to go. If you have more than one computer you want to have access to the internet, you need to either double home (2 NIC cards) one computer or get a dsl router. The router is probably easier to use for someone without network experience. Read the manual, it will take you step by step through how to set up the router with the static IP. And explain how the router will distribute internal addresses to your network. Check Best Buy or online for dsl routers. Third, see "First". ISPs are usually real serious about servers on personal accounts.
