Sounds like you haven't got the Microsoft Installer that handles the MSI files. You can download the latest version for Win95/98/ME from this link:

http://downloads.activestate.com/contrib/Microsoft/MSI2.0/9x/InstMsiA.exe
[watch for wrapping]

After you've installed that the .msi file should install fine.
