It depends on who their ISP is.  If someone has a small, local ISP that
offers dialup in their town only, then all of the IP's which they
purchased will be allocated to people in their town.  Once you know the
IP address finding out that town in is a snap.

If, however, the user is an AOLer, then finding the city is impossible,
as they scatter their IP's all over the country.

In the case of my friend who I mentioned in the last post, his ISP is a
nationwide broadband provider, but his ISP belonged to a branch that
allocates IP's only to Ohio, so in his case I was only able to narrow it
down to a state.

I don't see how you can narrow down someone's location to the city 
they're in by their IP address.  Country maybe, but not city.
