It depends on who their ISP is. If someone has a small, local ISP that offers dialup in their town only, then all of the IP's which they purchased will be allocated to people in their town. Once you know the IP address finding out that town in is a snap.
If, however, the user is an AOLer, then finding the city is impossible, as they scatter their IP's all over the country.
