CountryHawk (http://www.cyscape.com/products/country/intro.asp)
is a commercial server program for determining a viewer's
country in real-time.  Sorry, but I know of none for doing
the same for a City.

I'm no expert on how the internet backbone works in general, but
narowing down what city you live in based on your IP address is fairly
standard technology.

It's not 100% fool proof, but it can come close most of the time.

I was looking through some information sent out in the last weekly WDVL
Newsletter.  I followed one of the links (unfortunately I can't remember
which one), and it was clear at this site that they were able to
determine the city where I'm located.  I followed the trail to
http://www.geobytes.com.  (demo at http://www.geobytes.com/demo.htm).

The product isn't free, but I know someone had a question about this
recently, and thought this might be worth looking into.
