How do you generally allow for 800 X 600 ? Do I make the div layers
exactly 800 X 600 pixels ? Is that what you do?

Cheryl the Wise responded:
...you have something like 760px in width and around 500px in height.
Anything larger and you will have scrollbars in one or more directions.

Tim adds:
Yeah, unless your users also have tall bottom taskbars and put their
Office bars on the side of the display. Been there...I originally had
code that wouldn't open the new app browser unless they had enough room
(740 x 556 or something like that) and I still kept running into people
that couldn't open it. :-) There's always an exception.

To which Cheryl replies:

It's the web, many browsers, many setups, millions of users. You can't
please everyone so aim for reducing the number of people who have
problems and let the rest "get over it".

For example I rarely try to make my pages look "the same" in NN 4.x
anymore. I do make sure they are functional and reasonably attractive
but hey, if they are using NN 4.x today then they should get used to
seeing 'plain' sites.
