You can't be a registrar, that is big multi million dollar business and you
have to maintain servers and a domain name database.  If you register your
domain with somewhere like GoDaddy (or move there) you get to be more in
control of the domain if that's what you were thinking of, you can login to
a control panel and move it to a different nameserver easily and so on (as
well as saving $$$ in renewal fees).

Typically to move a domain you have to pay a fee to the present registrar to
release it, and often a fee to the new registrar to take it on, it can cost
more than renewing with the same registrar but after that you save every
year

Nobody should be paying more than $10 a year for a .com or .co.uk domain (if
that)
