If you only want the outline, how's this? http://geography.about.com/library/blank/blxuk.htm You could probably stick blobs for major cities on there without getting them too much out of place ;-) They have outlines for most countries at http://geography.about.com/library/blank/blxindex.htm I don't see a terms and conditions link anywhere, but that doesn't mean they're free for the taking - might be worth checking with about.com that they're OK to use.
