I did the same thing for a client at http://summittsportinggoods.com/
I use SSI to call both the header and footer. The header contains the
javascript for the dynamic menu and the 'noscript' code for a non-
javascript menu. The footer contains only the 'noscript' menu. Try
looking at any of the pages with javascript turned 'on' and then with
it turned 'off'. You'll instantly see the difference.

My question, I guess, is "why are you using 'echo' for the HTML code?"
Try removing the 'echo' and teh quotes around the 'noscript' block
and write it as straight HTML and it should work fine. :)
