If you mean "mobsync.exe", it is a part of Windows/Internet Explorer that syncs any webpages that you have said you want to be able to view offline. If I'm remembering right, it usually launches at startup and tries to sync those pages (if any) unless you have gone into Programs->Accessories->Synchronize and changed the settings. You could try googling on "mobsync" ... there's a fair amount of info available on it.
