You can put a javascript popup window on all external links, here's an example:
http://www.selfhelpmagazine.com/resources/resources.php3?catid=213 but of course
that would depend on how many links you have and/or if they're stored in a database.
You could also just put a very brief blurb *in* the footer w/a link to click on if someone wanted
detailed information that would take them to the actual disclaimer.
