I've no idea what's causing it, but here's some things you can try:

- Click on Start, then Run, then type "msconfig" and press Return. Click on
the Startup tab and turn off anything you don't need.
- Delete anything from the "Startup" folder on your Start menu that you
don't need.
- Make sure your virus definitions are up-to-date and scan your PC.
- Grab Ad-Aware from http://lavasoftusa.com/ and run it occasionally.

With Windows 98, a good rule of thumb is to backup all your files and
reinstall the OS every 6 months or so. This will clear out all the cruft and
leave you - especially on older machines - with a much more efficient
system.
