Joseph, don't forget that telephony circuits have been "crippled" by the
loss of the Mediterranean cables as a result of the Algerian earthquake.

You can always go into DOS and run a tracert command on a URL to see where
it is being routed, this may give you an idea of whether or not it is
network problems.
