I think what's happened is that your host used to measure traffic by the amount of data being served by your website (i.e. only things served via HTTP), but now they're including the amount of data you FTP backwards and forwards as well - uploading new pages to your site, for instance.
I suppose it's fair enough: after all, they have to pay for their bandwidth, regardless of what sort of traffic it is.

Jon's right. Even email traffic for addresses on your domain count as part of the bandwidth for most hosting companies.
