It may sound drastic, but I had this same problem on my laptop (running XP) and 
uninstalling and reinstalling IE (now that you can!) fixed it.  In addition to that, 
I've made the switch to Mozilla (currently running 1.4b) full time and have not looked 
back since.  It has built in pop up killing features, you can block images from 
certain servers (say, doubleclick.net, bonzai buddy, etc.) and you never see them 
again.  Add to that the tabbed browsing interface (you have to enable it in 
preferences) and a MUCH better rendering engine than IE and I'm sold.  Lock, stock and 
barrel.
