CSS is meant to apply Style to MarkUp. This includes but is not limited to graphics, 
color, and layout.  In the instance you site, CSS is used to place a background image. 
The advantage:

  Lets pretend Johnny Developer has implemented this very solution and then flash 
forward to 6 or 12 months in the future.  Johnny's project manager has decided it's 
time to freshen the look of the site. Part of this will include changing the 
navigation.  Since Johnny thought ahead and used CSS to declare a background image for 
list items contained within an unordered list which has the id of 'nav' (rather than 
nesting images inside of a table for layout), Johnny doesn't need to touch the mark up 
at all.  Johnny can change the graphics and alter the styles and suddenly his site 
changes unilaterally. Thank goodness Johnny didn't use structural markup, he just 
saved himself a weeks worth of work.
