Joseph, Every web server application uses a folder as the 'web root document', ie the default for web documents and these can always be accessed by a URL.
Items located above the default root cannot be accessed via a URL but may still be used/called by documents in the root folder, which on Apache is something like public_html. Items traditionally placed above the root folder are things like password files and executable files. Another thing is to ensure is that your forms are using the POST method , not GET which appends the data to the URL and makes it visible to the browser......
