Jan,
I agree that your client's note lacks a little clarity. He may be referring
to one of these:

A "control panel" web page supplied by the host which give the client access
to aspects of his hosting package.
My Host - "Hostica.com" gives me access to change settings on my email, work
with a database, see my visitor logs, change my password, view my billing
history...

or maybe

He wants a page that gives him a form so he can change the content of his
site.

But I'm just guessing.
