Wouldn't we all :-) If you're happy with 128k you could look up Tiscali's new package, which I believe is �15/month - I've no idea how reliable it is though. ADSL-wise you could do a lot worse than Pipex's basic service which weighs in at something like �25/month but is really reliable and gives you 512k. Check out www.adslguide.org for more info on all the providers. You might also want to consider cable - companies like Telewest probably do quite reasonable deals on combined phone/TV/internet packages.
