Why are you trying to run it? It is not much more than a placeholder page. IIS runs as a service and doesn't require that file to start. It is not a configuration file like .htaccess is on Apache servers.
All you configuration should be done through the admin interface, Administrative Tools, Internet Information Service. While if you insist there are command line tool for administering IIS it is really better to use the tool created for that purpose. Cheryl D.
