If you mean debit cards as opposed to credit cards, they are treated exactly
the same, but not all are acceptable.  Visa debit cards are OK, but most
places won't accept Solo or Electron, for example.

Can't recommend a cart, as I never used anyone else's, but for cheap and
simple, accepting payments through PayPal is hard to beat, no setup or
monthly payments and reasonable commission (and they do have a free and easy
cart too).  For a more professional gateway, you will have to pay a lot of
money both to setup and as a flat monthly payment before you take a penny in
sales, so you have to be prepared for that.  WorldPay are someone I've used
and are very professional and helpful, with lots of documentation and
support available, but to use a payment gateway like that you want to be
making at least a hundred pounds/dollars worth of actual profit per month on
sales from the site to make the cost worthwhile.
