I have had that happen to me also. I didn't know that it had a white strip on top of it until I opened it in PaintShop Pro, and there it is. Sorry. The good news is once I cropped off the white part at the top, the page is perfect.

All I can see that is causing the white line at the top is because your background.gif has a white space at the top. Crop off that white strip and it should work just fine.
