I've only used their regular plans but you can get a dedicated server from
1and1.com in the US for $49 a month. Nothing virtual about it at

The host I use for my virtual server doesn't offer root access but has
everything else you asked about at
http://www.matrixreseller.com/plans/index.php (You have the option of
FreeBSD or Windows on a domain by domain basis or all Redhat.) 2.5 gig
space, 30 gig transfer, including 5 IPS (can add more for a fee) $35 a month
or $30 if your prepay for a year.

I use the mixed hosting plan both are available and started with that plan.
I've since moved to higher bandwidth and more drive space. I've used them
for about 15 months and been very pleased. 

The are located in Orlando and my sites never went down for a minute during
Charlie so I am impressed with whatever back-up power, etc. they have at
their facility.
