I don't think the problem is anything to do with the ISP, just the setup on
the local IIS server.  I've just tested the suggested procedure
successfully.  I originally got the same "unable to relay" messages - my IIS
server was not set up to relay by default. In the SMTP server properties
there's an "Access" tab and at the bottom, the relay restrictions.  You need
to grant permission to relay for the domain you want to send emails from.

I have to point out though that if you try and send a lot of email through
an SMTP server on your PC, it still all goes through your Internet
connection and your ISP may notice this and suspect you of spamming, and
possibly cancel your access.  Maek sure you are not going to be in breach of
their acceptable use policy.
