paypal did announce a change in their policy recently to improve 'security, the details of which escape me BUT I suspect that this phishing email is socially engineered based on that...........
you know the rule: do not click a link etc............ I vaguely remember that their changes were designed to counteract this sort of thing...but of course they will be on their official website and not in an email.
