paypal did announce a change in their policy recently to improve 'security, the 
details of which
escape me BUT I suspect that this phishing email is socially engineered based 
on that...........

you know the rule: do not click a link etc............

I vaguely remember that their changes were designed to counteract this sort of 
thing...but of course
they will be on their official website and not in an email.

Financial intermediaries DO NOT send email about  account information unless it 
 is  secure web mail
ON their official web site which you can only access  through the usual [ 
secure ] log in
procedures.......
