For the bulletin board, I can't recommend SMF (www.simplemachines.org) enough. It's easy to install, has a great support community, and is easily modifiable (so you can add all the bells and whistles you want...).. I've switched several sites from IPB over to it... It's developed by the same people that did YABBSE, so it's got a good, solid background... check out their community forums to get a better idea of a fit for you...

As for the guestbook, I usually use a forum in the bulletin board for guestbooks. I've not found a guestbook yet that wasn't prone to getting spammed eventually... :(
