I have a problem best illustrated in Netscape 7.1 on the PC in the following example

The problem's also there in FireFox and I'd dare say that it's probably there in any standards compliant browser. The happy thing is that it's an easy fix. You've got two floats in your layout and they're longer than the main content, so they will violate borders (since you've asked them to by floating them) unless you 'clear' them. So here's the fix:
add "clear:both" to #footer. That's it.
