The client was horrified to see all the links associated with their website and had no idea this was going on. With so little content on the site, I don't understand why the designer would need a cms system--and the owner had no plans to add much content.

I am thinking of contacting the other legit sites that are included to let them know what is happening.

It does look like a seo tactic. If you look at some of the other sites, they contain the same series of links in the right-frame.
