Yes, and your problem is... ? If you change the z-index in the onMouseOver event, and do nothing in the onMouseOut event, the z-index maintains its value. It does not revert to a previous value simply because you have moved the mouse. It is a property of that element and will retain its value unless it is explicitly changed.
