The VPN is only necessary when the situation requires it (for example, RDP-ing into a firewall-protected network).

You must have an account on the target computer and that account must be given Remote Desktop access. You can grant RDP access from the Computer Management administrative tool. Open the Groups folder (underneath Local Users and Groups) and open the Remote Desktop Users group. Add the account to the group, and you should be able to RDP in now.

Other things to note:
- If you have a firewall on your source computer, make sure that the target computer's IP address is on the whitelist, otherwise you'll be blocked.
- If your target machine is on another network that you're accessing via VPN, you may not be able to access it by name, in which case you'll have to use the IP address. Furthermore, if that machine gets its IP via DHCP, you'll have to check it every once in a while in case the IP addresses get recycled.
