You shouldn't have to go to these lengths, it sounds as though something in
Windows is seriously broken or you are stuck in some kind of seriously
unprivileged mode, but if you simply want to stop a running process and
Windows doesn't wanna let you, how about going to
http://www.beyondlogic.org/solutions/processutil/processutil.htm and
downloading his 'process viewer/killer'. It's a small download, you unzip
it to somewhere sensible like C:, open a command window and then run it e.g.
'C:\process'. It lists all the running processes, you want to kill the one
with PID 10, you then type 'C:\process -k 10'
