I just looked at this now and don't see the banding or streaking that
you are talking about. Just a suggestion anyway - it might be an idea
to set up (in the <meta> tags) that the page doesn't cache. If you mean
that the page jumps - it would be the css doing that. I had the same
problem recently with my own website
(http://www.starqualitydesigns.com). The solution is to add in a
"blank" JavaScript tag. It doesn't always work (hence my website not
being fixed) but it is worth a try.

I have developed a website in Dream Weaver that is having serious
banding problems. It works trouble free in FireFox and Netscape 8, but
in IE 6 it has banding or streaking problems. When each page initially
downloads it looks great, but when it has been cached and you go back to
previously viewed pages the pages streak. It is in different places and
different ways each time, it is never the same. There are white streaks
that shoot across the screen.
I have redesigned the website 3 times, run it through multiple
validators, and gone over every line of code several times. The best
way to recreate the problem is to continuously click the same link many
times, very fast. The address is www.nilestoastmasters.com. Any help is
appreciated, Thanks
