Innocently trying to fix a line I tried to look up 'hr' in W3C references. html 4.01 has it neat and spruce under 'rule' (but not referenced as 'hr') but CSS appears to have it not; not as 'rule', not as 'hr', not at all.

Am I the only one not in on the secret? Guide this seeker after truth if you would.
