You are editing in print layout... and the process of giving you a WYSIWYG
view often goes haywire while editing, as you have noted.  I typically
ignore it, unless trying to ensure a specific layout (and by assigning
attributes to heading styles layout is pretty much automated anyway).

To avoid this problem, edit in Normal layout mode.

To correct the problem, go to the end of your document (CTRL+END) then to
the top (CTRL+HOME) then page down to where you were last.  That typically
forces the WYSIWYG to catch-up with itself.
