You could give your client a text file (or series of text files) to edit and code the site to generate HTML from these files (if you're picky about typography you can do some character swapping out as you process the files to replace curly quotation marks and proper em and en dashes).

Or supply a text entry form in a hidden area of their site for them to type new content into and store this info in a simple database using that for content.

Or, I've never used it myself, but give Macromedia Contribute a whirl, although I have no idea if it's being continued now that Adobe have bought them out.
