I think it involves checking your bank account statement until you see a
payment of $1 credited from PayPal. At that point you can go back to the
PayPal site and enter the reference number of this payment, and that
verifies your bank details are correct
Obviously this is quicker and easier if you have online banking than waiting
for a paper statement...
