Coming in late but if have not yet found a fix get Tweakui (windows Power
Toy) and one of the tabs has an option to repair-reset icons.

My Mom has a weird thing going on with her XP 
computer.  Suddenly for an unknown reason all the 
icons in her try have disappeared. I've hunted 
and hunted to find a fix.  When you go into the 
Task Bar Properties under Notification Area to 
checkmark to show the clock and Hide Inactive 
Icons the click checkbox is available but the 
Hide Icons is unchecked *and* greyed out.  Any ideas how to fix?
