His name is Jakob Nielsen.

Complaining about Nielsen is shooting the messenger. It doesn't matter how he
does what he does or what he doesn't do, only the message, which is in
agreement with other experts in web accessibility
and usability.

The message is that PDF sucks for any purpose other than printing. PDF should
never be substituted for web content unless accessibility and usability are
unimportant. That's a message I agree with 1000%.

http://www.webaim.org/techniques/acrobat/ "PDF files do have their
place—displaying documents that print exactly as the author intends."

http://www.usability.com.au/resources/pdf.cfm "Where it is not possible to use
a W3C technology, or doing so results in material that does not transform
gracefully, provide an alternative version of
the content that is accessible."

http://alistapart.com/articles/pdf_accessibility "There are too many PDFs on
the web. Most every PDF should be something other than PDF."
