Sounds like Windows Installer has gone belly-up because some
other
program has tinkered with it.
Try installing a whole new Windows Installer package:

Thanks Ross. Took a while, but done and successful.
David, thanks for the offer, but I have a number of Linux progs
waithing for me to get round to reorganising the HDD to make
room. [I have only 80G] This also means deleting unused
progs which means going through and trying to remember why most
are there!
