No, only when the tv is off. My husbands recorder will record when the tv is off.

Well, obviously. The DVD recorder is a seperate bit of kit to the telly. That's like saying the kettle still works when the toaster is unplugged.

And, yes, obviously the computer will have to be on for it to do anything :)
