The use of frames in this instance is especially annoying because 
their only purpose is to keep banner ads in the user's face at all 
times -- at the expense of destroying predictable navigation and 
bookmarking behaviour. Inexcusable in a high-profile site like this, 
targeted at professionals.

I've suggested this before and I'll suggest it again: if you feel you 
absolutely must use frames in such a manner, then /create a new 
frameset for every page on the site/.  That way, each page has a 
unique URL, while you retain the alleged benefits of framing your 
material.

It really does work, contrary to what some folks here believe -- 
particularly in a case like the webgrrls site, where the content in 
the bottom frame changes constantly anyway.  There's no performance 
hit entailed in redrawing the frameset with each new page when you're 
loading fresh content each time in any case.

Even when the material in one frame stays constant -- a table of 
contents for instance -- it's still more desirable to create a new 
frameset each time.  Because the repeating page elements stay cached, 
there's no real delays as a result. With MSIE you don't normally even 
*see* the repeating frame redraw -- it appears to stay fixed, I 
suppose because MSIE knows it's in the cache and elects to leave it 
where it is onscreen, without redrawing.
