It's hard to visualize your problem. Could you put it online for us to see?
My approach would be to do it in tables, which I find are about the only
way to (more or less) absolutely control placement of items. If you want to
place your tables version online also, and then tell us exactly what you
didn't like about the look you were getting, I'll be glad to help you
finetune it.
BTW, I would very much appreciate it if you would not send attachments with
your mail.
