Hi,

I would say that, at least, the index and topic header pages ought to be
professionally developed.  After that, if you want some plain vanilla pages
that have little more than government policies and the like on them, any
monkey can type and save as html in Word Perfect.

Another thing I have done is to develop the templates and include a comment
area that says, "Edit below this line," and "Edit above this line."  That
seems to work, most of the time. . . .  There are always going to be a few who
can't quite get it.  (I still have problems getting people to NOT hit the
enter key at the end of the line of text.)
